The P123 Bachelor Quarters project at Homeport Ashore Norfolk Naval Station – now known as Willis Manor Bachelor Quarters (BQ) – is part of the Homeport Ashore initiative. With the goal of improving the quality of life for US sailors, the Willis Manor BQ provides apartment style housing for ship-based sailors. The project included the design and construction of a 255,000 sf H-shaped market-style apartment building and associated site work. With 255 units, the building is also the Navy’s first project that utilizes a Total Ownership Cost (TOC) model with the goal of reducing costs and analyzing long-term energy costs over a 40-year life cycle. The building has been awarded LEED® Silver by the U.S. Green Building Council (USGBC).
